The only other plausible conclusions is that the “WON’s” cert was filed at a satellite office, but it didn't receive it's number until it reached the main office in Honolulu some days later. Therefore, since the Nordykes show the name of a different local registrar, Lee must have worked at the satellite office certain days of the week and worked in the main office the rest, where there were several local registrars on hand handling these documents and once the docs were finalized & signed by the registrars, they then would walk over to the machine & give them their automatically determined official mechanically machined certificate number...seen it done many a times. There is only 1 official State Registrar, but many local ones to handle the work load as the State Registrar's signature only applies when one requests a true & correct copy of the original.
Or maybe the moon is really made of green cheese...take your pick.
By all means, please show me the official procedures used by the registrars office in 1961 that says exactly when the document number is stamped on the form. Right now, all I am doing is speculating on how the numbers could be in the incorrect order. I did find some official documents that indicates that the forms are first accepted, and then they are filed. So “accepted” is not the same as “filed”. So the fact that Obama’s form was accepted before the Nordyke’s is irrelevant. It depends on when it was filed. Or perhaps, as Mrs. Nordyke surmised, it depends on when the mother as admitted to the hospital. Neither you nor I know the actual procedures used.
The registrar signatures has been debunked as well. The Nordykes form was signed by the Deputy Registrar. Go look at their form and you can see where “DEPUTY” is stamped to the left of the signature. The Deputy would be a different person.
