Might also be an artifact of an automated system that produced the document from a database. They may in fact be assembled from components and printed out.

I don’t think this is from a DB because of the edge curl. A DB would likely print from a layout - clean, flat. This looks like a scan of a book page.

Remember, he was born in 1961. So there wouldn’t be the high-tech systems to print a birth certificate.
Back then, you actually used a typewriter and a blank form.
