I’ve also opened the PDF in Illustrator and there are some bizarre things here. I won’t conclusively say this is a forgery as I don’t know the particular scanning software used. Is it possible that scanning software can break parts of the image into different postscript elements?
No, scanning software does not extract data to different layers. This has to manually be done. This is not a “clean” scan.
