Notes from the constitutional debates show that the delegates understood the meaning of Natural Born Citizen to be a person with two parents who are/were U. S. citizens.

The NBC class of citizenship is much narrower than the citizen class. He is a citizen, but he is not a Natural Born Citizen, and that is a fact.

Alexander Hamilton’s proposal said: “No person shall be eligible to the office of President of the United States unless he be now a Citizen of one of the States, or hereafter be born a Citizen of the United States”

Lynch v. Clarke clearly gives “natural born citizen” status to all people who have citizenship at birth, and that decision has widely been quoted by SCOTUS.

Which would make sense. Giving families at least one generation to live her and understand the ideals of the country. That is why you have to study U. S. history to become a naturalized citizen.
