It has been covered. For Vital Statistic reporting in 1961, the regulation stipulates the races cited below:
As it says again,
"Births in the United States in 1961 are classified for vital statistics into white, Negro, American Indian, Chinese, Japanese, Aleut, Eskimo, Hawaiian, and Part-Hawaiian (combined),and "other nonwhite." "
It was “Negro” in 1961. But again, this document was revised in November, 2001 and not even issued until June 6, 2007. I am merely pointing out the inconsistencies. I know it is a fake, and Snopes themselves were duped. Yet the media accepts this as fact.
