He is nothing if not stupid. It stands to reason that whatever aid you give them frees up other resources to buy weapons and ammo. This is basic logic.
If by “he” you mean obama, he is evil but, he is far from stupid. He hates America and all it stands for. He was put in office to do one thing, destroy the United States.
