At no place in the article posted does Trump say that "Reagan is a con man." Nor does he at any place say that Reagan "couldn't deliver the goods."
He suggests that Carter didn't perform and he suggests that Reagan is still an open question after 7 years of his presidency.
The copyright on "The Art of the Deal" is 1987, one year before the end of Reagan's term in 1988. Therefore, saying in 1987 that the jury is still out is a fair statement. Reagan's term wasn't even up yet AND Congress had grossly overspent any benefit gained by Reagan's tax cuts.
As an active duty US Army officer at the time, let me say that NO president ever gave me more of a sense of pride than did Ronald Reagan. He is by far the best president of my lifetime, and belongs on Rushmore more than does T. Roosevelt.
