Remember when all the states discounted their tobacco settlement money in order to gain a one time lump sum, applying that to their budgets to “balance” them without cutting spending!

Feds taxing on behalf of States. Hmmm. Call me skeptical. I wouldn't think the house would vote for it. This is to be a federal tax right? I think the states might get 1% OR 2% of what the fed collects.
