All it takes is for some other State(s) to reject the COLB as the acceptable logn form BC form from HI residents (if they move elsewhere).

So HI residents will become ‘illegal’ in other states, and see how that goes.

I did back ground investigations for my agency when they came through. A COLB would NEVER be accepted as any proof of anything. They woudl be rejected as a candidate if that was all that they could provide, even if everything else looked good.
I suspect that a candidate would be able to go back after Hawaii for not making these forms available as they would hinder them from being eligible for a job.
