When speeding, weaving in and out of traffic, breaking traffic laws and placing others in harms way. They best be running lights and sirens and exercising due regard for others... is what he's saying... but I really didn't expect you to be able to comprehend as much, you know reading between the lines.

Weaving in and out of traffic with no warning lights or sirens is good cause for the county to be sued into oblivion when one of these jackasses causes a wreck, which is why they now run code here (at minimum, lights). They've been sued in the past.
