The brain area located above and behind the ear is an area that is commonly referred to as the impulse control center.
People that have damage to this part of the brain will exhibit extreme ADD for immediate to short time frames but otherwise will appear normal.
This area also helps you in thought formation used in logical rational conversation.
Please note, that when you are giving a rehearsed speech, you dont use this area of your brain. During reading you dont use this part of the brain either.
Conversational Examples:
1. Jumps from topic to topic
2. Suddenly jumps from a subject to another topic and cant return to the subject at hand without prompting from someone or something
3. Seems to hang onto the last topic discussed and is unable to initiate a change in the topic himself. example: gets asked about his dog and keeps talking about it till someone asks about something else even after the original question was answered
4. Unable to shift emotional states or suddenly shifts to an irrational emotion that doesnt seem to correspond to the severity or levity of the topic. example A: Daughter gets a C in class but tears up as if his dog died. example B: describes someone suffering yet smiles and looks like he is ready to laugh
These people often are guided more by what they think people want to see since they know they cant control or trust their emotions.
My personal theory is, he didnt have brain surgery but this is a scar after someone broke a bottle over his head. The surgeon trimmed away skin and pulled the skin back to clean the tissue then stretched the skin back then stitched him up.
I have seen a scar like this on someone that I know didnt have brain surgery, but cant recall how he got it. It was some injury as well and this is what it looked like after the fact.
I also have a friend that has exactly this part of his brain removed, so I know the difference.
If Obama has this, he is extremely well coached but this would explain his need for the teleprompter.
ADD might explain some of his more weird behavior, like breaking out laughing during a serious interview on the economy..............
