You can't give a copy to the voter, because it would facilitate fraud. Bums selling their vote for a pack of smokes or a bottle could be made to bring the receipt to the one doing the buying to prove they'd voted 'correctly'. without something verifiable like a receipt, you can't really know if someone voted as instructed.

no, but what you *can* do is number the ballots — already typically done — and give the voter a receipt containing that number.

you’re missing the point.
The voter only has a COPY of the receipt.
The actual paper would be collected at the ballot box....and should total out to the machine, and vice versa.
