Milwaukee County hasn’t started reporting yet, that went 62% for Kerry in 2004. Turnout there will be interesting, because it could be high in some areas, low in others. Dane County hasn’t reported new votes in a while. I wouldn’t smell a rat just yet, but that is strange.

More updated Dane County results here. According to this, Madison city precincts aren't reporting at all yet.

Holding back votes is an old ‘rat trick - wait until you see how many you need, and then come up with that many.
