Could be the practice changed but the law remained.
Show a statute like that to Trump and his people and suspicious minds will run wild.
It is current and historic law. This would be necessary for unattended births. Since we've seen no long-form, doctor-signed birth certificate corroborating Obama's jpg, then you can't rule out that Obama's birth was unattended and/or out of state.
