I have heard that at the time that Obama was supposedly born in Hawaii, that Hawaii gave out some COLB’s to illegal aliens in the state.
The law in Hawaii allows anyone to go report a birth.
§338-6 Local agent to prepare birth certificate. (a) If neither parent of the newborn child whose birth is unattended as provided in section 338-5 is able to prepare a birth certificate, the local agent of the department of health shall secure the necessary information from any person having knowledge of the birth and prepare and file the certificate.

This means that the birth could have occurred outside the state and been phoned in to Granny. Granny, being a reputable person, walks into the Health Department office and reports the birth as being unattended in Hawaii, but that her daughter was unable to file the birth on her own. (After all, SAD may have been in transit from wherever she was at and she ended up in Seattle, not Honolulu). The registrar files the birth ... perhaps requires supplementary information to be filed later, but has enough to release the birth on a list with other births so that it is published in the paper. Obama gets a Hawaii COLB, but doesn't want to show the original because it does not list a hospital as the place of birth and he does not want to explain the discrepancy. The solution: Get a handy-dandy 2007 birth abstract and refuse to corroborate it with an original, doctor-signed birth certificate that doesn't exist anyway.
You heard correctly. Some of them have spoken out about it.
Hawaii was trying to pump up its population in the ‘50’s as part of a statehood push. Even after they gained statehood in 1959, a lot of the old sloppiness remained for several years.
If I ever go to Hawaii [not bloody likely] I’m gonna get me a COLB so I can be Hawaiian, too.
My cousin has a passel of kids she gave birth to there.
