At the time of 9/11 there was a preexisting “no-fly” zone in Iraq which was but one part of the terms of ceasefire reached after the expulsion of Saddam Hussein from Kuwait. Hussein was in violation of those terms and had been since the feckless Bill Clintoon took office.

Bush the Younger's Iraq campaign would have been unnecessary had it not been for Clintoon’s callous indifference to the responsibilities of the office and his haphazard and ineffectual methods in dealing with Hussein.

Thta’s the first thing I thought when I tuned into the last part of the speech. He reieterated the bush dcoctrine of “domino democracy” and supporting burgeoning liberation movements in the middle east.
