Are you saying one section of the WPA contradicts the other?
I am saying that any law that forbids the CIC from making war on terrorists or countries that harm American citizens is no law at all and antithetical to the US Constitution and the Declaration of Independence. It is the duty of the federal government to protect it's citizens and the WPA forbids the CIC from doing just that under certain circumstances as I described above.
