The problem is that spent fuel is kept on the roof of these plants, under water, OUTSIDE OF THE CONTAINMENT VESSEL. There is nothing between them and the atmosphere but water.
And now the water level is down and the used rods are on fire, releasing radioactivity with nothing to keep it out of the atmosphere.
Why build an impregnable containment vessel and then do something as stupid as this?
