What exactly were they being emotional about? What was the report?

I was watching earlier and one of the female translators seemed to start crying when the helicopters were dropping water....she was really emotional, and they switched her with another one who had more composure.

Probably better to state the Japanese seem overwhelmed and that appears to be stirring up some emotions.

The report was about the efforts to drop water using helicopters.

I'm not sure what they were so emotional about. It could have been something they were told or just everything starting to overwhelm their emotions.
