Fred Barnes may be a neocon on Middle East policy, but he is definitely a social conservative.
A liberal can be said to be somebody who is prepared to be generous with other people's money in order to accomplish his social objectives.
A neocon can be said to be somebody who is prepared to be generous with other people's lives in order to accomplish his global objectives.
A real conservative feels little need to change the world through military force, beyond instilling a healthy fear in the rest of the world over our reaction to our, or our national interests, being attacked.
