If the noise bothers you, get better hearing protection, and focus on the process of hitting the target. I.e., if the hearing protection you're wearing isn't doing the job for you, and you're still being bothered/distracted by the amount of noise getting through, then get better hearing protection.
Pretty simple.
And how are you going to be "criminally liable" to yourself? lol
