It depends.
If she made it clear to her staff the hours she works and what is expected of them then if they don’t like it is too bad for them.
However, if it is a matter of the congresswoman being slothful,sloppy and unfocused, it is still too bad for them (they can quit after all) but their grumbling is justified.

We would sit around and try to analyze why she was so miserable, a former staffer said, We all kind of felt bad for her. She was such a lonely, miserable person. And it must suck to work on Capitol Hill and have all of your colleagues hate you, right? Heh...
