Don’t they issue this sort of “invitation” right before an attack? I seem to remember something about the call to convert being a precursor to the next step which is deadly to those who do not convert.

It's their law - they must put forth this offer before they attack.
I've been suspicious for some time - since I heard 'bummer talk about how America could survive a major attack - and he was talking in terms on nuclear. I got the feeling that one would be very 'convenient' - allowing for Martial Law...and that he might just enact such a plan if he saw his plans for total take over in eminent danger...like it is now?
Remember, he didnot grow up here, he has no love of America or Americans.
