Commander in Chief of the Guard is the Governor. They’d have to be federalized before O could get involved.
Thx, I realized the Guard reported to the govenor, but wasn’t sure if by calling them in the situation automatically becomes ‘federal’ opening up jurisdiction for the the Admin. Thanks though.
