The Liberal Democrat faction in the European Parliament has warned Russian Prime Minister Vladimir Putin about possible sanctions from the EU. The recent resolution on Russian human rights violations in the European Parliament “is the diplomatic equivalent to a football referee using his yellow card,” said the open letter to Putin, published on the eve of his visit to Brussels. Liberal Democrat leader Guy Verhofstadt and his colleague Christina Ojuland, the keynote speaker on Russia, signed the letter.
“Continued violations of human rights, political interference in the judicial process and the murder or disappearances of critics and journalists in recent years cast a dark shadow over Russia’s reputation in the world,” the letter stated. The members of the European Parliament stressed that Russia must respect human rights within the framework of its international obligations, as well as its own interests.
On Thursday, Vladimir Putin will hold talks with the European Commission on topics from an economic and international agenda. They will focus on trade, Russia’s entry into the WTO, and a dialogue on energy, deputy chief of staff Yuri Ushakov reported to Novosti.
According to Ushakov, a bilateral meeting of Russian ministers and European commissioners is scheduled. “The results of the meetings will be announced at the plenary session, where they will exchange views on key issues of cooperation,” continued Ushakov. He especially emphasized that during visit they do not expect to sign any documents.

Dear Prime Minister Putin,
The ALDE group secured a paragraph in the resolution adopted by the European Parliament last week on Russia, reminding “the Council and the High Representative of the full array of appropriate measures that may be used when faced with systematic human rights abuses and failures to uphold the rule of law”.
The paragraph the European Parliament adopted is a political and diplomatic equivalent to a football referee using his yellow card. Belarus and Belarusian leaders and officials are already subject to targeted sanctions such as visa bans and freezing of assets abroad.
European Liberal Democrats believe that respect for the Rule of Law in Russia is not only a prerequisite for good relations with the European Union, but also in the interest of Russia itself.
Continued violations of human rights, political interference in the judicial process and the murder or disappearances of critics and journalists in recent years cast a dark shadow over Russia’s reputation in the world.
Russia is an important neighbour and has a duty, through its commitments as a member of the Council of Europe, to live up to European standards of democracy, fundamental rights and the Rule of Law.
Until it can demonstrate to the outside world, as well as to its own people, that it is living up to these standards, Russia will never become a modern, free society, secure of its place in the global community.
Genuine friends of the Russian people are those who are vigilant and critical when necessary. It is necessary now. We will continue to closely monitor your actions and hold you to account for them until discernible progress is made.

Isn’t the ‘yellow card’ also a reference to a soccer penalty?
Warnings to Russia in general and Vlad Putin in particular usually end badly. I guess the Euroweenies have not learned that lesson yet.
It is easy to spout off warnings to Russia when the American taxpayer is funding and manning your security.
This is not the time to be making threats toward your major energy supplier when one of the others, Libya is offline and chaos could break out in the rest of the Middle East at any time. So its all talk.

Yes, it is a warning given by the referee when a player commits a serious foul. Since in international play the referee rarely speaks the same language as either team, the yellow card is the universal symbol of “last warning, buddy”.
If the player commits another foul the ref shows the Red Card, which means he is tossed out of the game. So I suppose if Pootie screws-up one more time the Euros are going to eject him from power?
