We're past the point of blockading now. This episode ought to provide a convenient excuse for more active measures -- outright attacks on known pirate bases; and active boarding, searching and, if necessary, sinking of "mother ships."
it is pretty much the entire coastline that is infested with these vermin. Let the ships run up and down the coast and use them for target practice.
