Well I know him, and I think he’s a sleeper.

If you are serious, I would call your local office of the FBI, Homeland Security, and your local police dept. .
If it is a political hot potato that the national law enforcement folks won’’t touch, local law enforcement will still be very interested.
If you have a camera, take pictures of them (from a distance). Get license plate numbers, and make sure you can give an accurate description.
