Can’t one of the Republicans change his party to Democrat, vote, and then have a change of heart and decide to switch back?? No they need a quorum of 20 senators. They only have 19.

They only need that number for fiscal bills.
all other business - like Right to Work can be voted and passed into law. - its time right now.
