My guess the RATS told him to not run so eyebrow could take his place because Webb’s votes have infuriated the state and now the RATs are going to lose this one. Kaine can run as a phony moderate because he does not have unpopular votes to defend.
Webb has voted with dingy Harry down the line on healthcare, stimulus and just about every crackpot bill the RATS have put before us. He is bad news.

Cantor v. Kaine is a toss-up, but it probably goes to Kaine. But I don’t see Cantor getting in it. He’s not looking good these days. Boehner, Cantor, Ryan....none of them are looking good.
