I’ve heard the main reason they had not used this tactic is because the majority of their funding comes from the US.
I’d believe there are a few people in the US willing to do this. I don’t believe there are massive numbers.

I had not heard of a similar taboo with the jihadists. Don't you think 9/11 might have put a damper on fundraising here?
