This was certainly true for the Irish Republican Army. Tom Clancy's book "Patriot Games" dealt with the scenario when a thug from an IRA splinter group broke the taboo.

I had not heard of a similar taboo with the jihadists. Don't you think 9/11 might have put a damper on fundraising here?

Yea I agree it's logical enough. The more you have the more likely the detection. Unfortunately all it would take is a few to create mass mayhem.
