According to my friend (he’s no expert - just an interested party) it has to do with government policy. Legal immigration is tightly restricted - and according to him particularly from Egypt. Of course if you want to come in illegally, line up at the Rio Grande and we’ll give you healthcare, a drivers license and send your kids to college.
