I think most people understand the distinction between the private sector and the government. If you don't recognize that distinction, then I guess you won't see any limits to the role of government.

Let individual Americans send whatever financial aid to whatever countries they want to assist. Let individual Americans volunteer their service to foreign countries.

Our government's role should be to defend the American homeland.
