You have expressed a reasonable explanation. And I agree, I’ve heard Mike Pence avoid answering some questions directly, possibly just because the premise was flawed or idiotic, but he is very strong when he speaks, prepared or off the cuff.

Our political leaders won't even risk a friendship, their job, or their pension to do the right thing, and nobody’s even shooting at them.
