Maybe, but the Appellate court has done a fair job of showing the municipal code requires actual and not merely constructive residence specifically for candidates as opposed to voters. If the SC wants to avoid trashing ordinary statutory construction (and even the dems would have some motivation to that effect), Rahm must lose:
