If the gas is for quake preparedness, why aren’t Tennessee, Kansas, Arkansas included?

Two points:
1. If a large quake hits an area there will be gas lines that will rupture (think explosions), water lines too. I don’t think you would store gasoline in the area. One other thing - think about all the CFL “curly fry” light bulbs with mercury on the shelves at the Home Depot and Lowe’s stores. There are many dangers other than the quake itself.

2. If they are purchasing millions of blankets and prepackaged meals etc. you can be quite certain it is not for survivors.

It is for them or for the military. They couldn’t even get water to the people after Katrina. The supplies are likely for soldiers involved in maintaining martial law because of the unrest and looting.
