Alzheimer's develops over many years, so there is no doubt that Reagan would have had some symptoms, but that didn't make him incompetent.
Little Ronnie carries the same genes, and is probably exhibiting a few symptoms himself.

Even if he did have Alzheimer's, and even if it was an advanced case of Alzheimer's Reagan was a far far better president than the current occupier of the White House could ever hope to be.
Although I will grant that the current occupier thinks he is the bestest ever!

It most likely is true. My father had it for about 10 years before the doctors figured it out. It can be a very slow moving problem. In the beginning, it probably didn’t effect him and few would have noticed.
