I think the smoke bombs, his phone in the house and who ever pointed the authorities to him placing the smoke bomb there should definitely be “people of interest”.

Did he have “something” on the family across the street or information on the authorities in the community in that brief case? He didn't feel comfortable in calling the police. Why didn't he trust them?

Just out of curiosity, is the Federal court system for Delaware in Philadelphia? It may be the reason he wanted to go there. Material on the city authorities where he lived...who allowed the destruction of a historic home, trees etc without hearing...Money under the table? Bribery etc.
