Jack lived in the City of New Castle not New Castle.
New Castle is the unincorporated aera south of Wilmington.
It’s proper name is actually New Castle County.

That store 5.4 miles away from where Jack lived and not in the same town.

I'm going by the visual match of the Happy Harry's at 0:30 of this CBS News video

"On Dec. 29th, he showed up at this pharmacy in New Castle, Delaware, asking for a ride. That night, Wheeler was captured on surveillance tape, stumbling through a parking garage, looking for his car -- which wasn't there."

All I can say is I spent a lot time looking for it, and besides appearing to be a good match this is the only thing I found that comes near to it. Of course, I can't vouch for the veracity of the video.
