He is blameless because he is merely a product of his environment. You didn't read Post #20. That was a statement generated from what the poster called "Let's noodle this out".
If Islam raises children to believe it's okay to murder non-believers, then the same thing can happen in Tucson where a young man doesn't learn that his culture is/was based on a belief in God that says murder in a sin.
