Isn't "revenue neutral" kind of a moving target? I mean, they had to assume some revenue starting point for the plan. I think the better point would be, "This tax code will bring in X amount of revenue, which is more than enough to run Washington." So, the point of revenue neutrality is included as a selling point for the politicians. Many will never do away with the current tax system because of the inherent power it gives. Then there are those who just want to make sure Washington will still get their money.
