Because of their accuracy problem, and the fact that they are meant to target static civilian areas - you build them at the angle needed to hit Israel and leave it at that.

No “need” for adjustment, but those things ‘launch platforms’ look like dismantled school yard equipment.

Call it a Palestinian School Yard swing set. That is their “playground”. I joke but it might actually be the case, the Palestinians put launchers in just such places, daring retaliation.
