I would have thought, that based on my answer, you would have uderstood that those steps taken vby those states rebndered my answer a resounding no. They are not pro-2nd amendment, they are not pro-liberty, snd they are not pro-life.
That’s why we start by overturning Roe v Wade, then lining up the states that are definitely pro life and show it by their own laws (and I believe that will be a large majority) and then go for the amendment from both the states perspective and the congressional perspective.
At the same time we have a Supreme Court that would be in a position to render a definitive opinion on the fetus being human which would then impact all states IMHO.
I believe Sarah will be supportive of this type of approach (and mayne even more that she does as President with executive powers over her agencies and organizations) all the way down the line.
