Yep. First couple of times I took it out, I found that I needed to really smack the bolt to get it open (almost needed a 2 x 4).
I try to stay away from the painted steel case ammo. That helps also.
You are right about the bolt.
I always blamed it on the steel case, but brass does the same thing.
