California officials estimate that the U.S. Census Bureau failed to count 1.5 million of the state's residents, a discrepancy that if true could cost the state billions of dollars in federal aid over the next decade and perhaps an increase in its representation in Congress.

I’m reading “New Deal or Raw Deal” about FDR in the depression. He started the massive aid to the states and immediately the states started jockeying for their share of the loot. Illinois played the game best in the very first year the spoils were distributed. The northeastern states resisted due to their Yankee frugality and belief that the federal dole was destructive of the nation’s core principles, but quickly fell in line. One of the senators from Oklahoma fought the dole for the same reason and was quickly thrown out in favor of a senator who fought for the state’s “fair share” of the loot. Not surprisingly, the money flowed like water to the battleground states for FDR’s re-election and was a mere trickle to the lost-cause states, especially in the south where aid was most needed. It is shocking how FDR, with the stroke of pen, totally corrupted our nation’s morals and brought us to the point where we now distribute $0.4 TRILLION in payoffs and vote buying to the states every year. FDR seems to have been the most pernicious and evil forced unleashed on our land.

As a CA resident, the census workers did a pretty good job. One asked me about a building at an address while riding around on his bike for ten minutes, I told him it was an address for a pool building. His comment, "I guess nobody lives there."
As you suggested, much of the discrepancy may be due to those who have left the state along with the half-a-million that crossed the border since last July.(Estimates of 12 million illegals in the country are so off as to be a joke. Might have been true ten years ago- I'd put it at 30+ million)

Large round numbers are always the foundation of a big lie.
The best resolution to this would be for the federal government to be required to dole out all domestic spending in proportion to how it was recieved, down to the district level. In other words, if the federal government received tax dollars of 1000 from one congressional district and 100 from another, domestic spending in would have to be 10 times higher in the district that collected 1000 dollars as it would for the district that collected 100.
This would put an end to a lot of the shenanigans that Washington has been playing with our money for the last 80 years. There would be no more welfare money stolen from districts full of productive people that would be spent on districts full of freeloaders and deadbeats. People would get out of government what they put in, or at least something resembling that.
I’ll bet California’s figures are inflated already.
I have a job, wife, and registered dogs... Those pricks working for the feds do not have me counted on their census, as far as I am aware. Anyone can have whatever they can take from me... Otherwise, I'm all out. Simply take nothing, and simply give nothing.
Better still, let’s not give the Feds the money to dole out in the first place! Now that would really put an end to the shenanigans!!!
Looks to me that FDR was a real piker when placed alongside Obummer. It took FDR three terms to accomplish his rape of our values. Luckily, Obummer won’t have a full twelve years to complete the job, but give him eight and he will!

Baloney.
Californians and businesses have been leaving the state ever since Schwarzenegger started to capitulate to the State Legislature and foist anti business policies like cap and trade and a green agenda in the state. Imposing such policies on an already bankrupt state did more harm than good and Californians came to the realization that it was no longer beneficial living in and doing business in the state. So they moved to more tax friendly states and to states that were a lot more amenable for business and entrepreneurship.
