Rochester, N.Y. – The City of Rochester has about 3,000 vacant buildings. Several of them have new occupants – homeless people – who moved in, changed the locks, and turned on the lights.
Legally, they’re known as “squatters,” people who live in a place without a deed or tenant agreement. They’ve been living in the houses for months without anyone noticing.
“It’s just wonderful to have a house, to have heat, to have food in your refrigerator,” said a woman who moved into a three-bedroom house last week with her two children, including a 3-week-old newborn.

They squat. You don’t seem to be evicting them so WTF?
The freeloading leeches should be thrown out on the street, or shot as trespassers.
I believe if you live there for a certain amount of time (years), and can demonstrate improvements to the property, you may obtain legal title to the property. Both the banks & the city would probably prefer that (to sucker someone else into paying the property taxes) to having the bank hold it as as abandoned, probably un-sellable property.
Do you REALLY think these people will EVER pay taxes? They are selling drugs out of these houses you can be sure. I know b/c I used to own rental property in these areas. The tenants/squatters are uber destructive when someone else is footing the bill.
If I were the bank, I’d burn the property before I’d give it away like that. The vast majority of these “homeless” are nothing but bums, consistently living off whatever they can swindle or steal from others (just like democrats). Make them earn their keep like the rest of us.
Exactly. Their whole motive is to get something for nothing. If they thought for one minute that they’d have to pay taxes on the property, they’d trash and skip overnight. As far as the utilities are concerned THOSE are being paid for by DSS and HEAP you can be assured.
Then you may evict them for tax liens if they’ve taken possession of the property. I’m not defending them; I explained a legal process.
The bank then pays property tax on a vacant lot, and is still responsible for the upkeep of the property. These people may be bums, but if they’re getting the power turned back on they’re at least paying for the electricity. I just never understood why somebody with nothing would want to live in such a cold place; if I was this down & out I’d be walking south on I-95 towards Florida...
All 3 of my neighbors (there’s a lake on one side) own multiple homes. The marxists don’t intend to allow that kind of “greed” to continue.

No, I would bet that they just pulled the meter and removed the Mylar insulating covers and then
plugged the meter back in. If you are good, you can even put the tamper seal back on and the meter
reader won’t notice it.
Are you aware of how squatters laws work? It is a legally recognized process that deals with abandoned or vacant property, presumably for a greater common good. I don’t care how the bank chooses to deal with them; they must know the clock is ticking in a legal sense.
How about charging them rent instead? It could be packaged into welfare benefits.
Then arrest them for it; it really isn’t that complicated.
I've been in the utility business a while. In Ohio (and I'm sure that NY is similar), there was a moratorium on shutoffs in the winter, so all somebody had to do was pay the deposit to get the service started. Then, as the bills became due, the lights stayed on, even though nobody was paying the bill.
Come spring, we'd shut them off for non-payment and a week later, the service was back on in someone else's name. These freeloaders know how to game the system.
Charging them rent would be a good idea, but since they never signed a rental agreement, they'll probably skip on that also.
What needs to happen is that the owners of these properties need to come down hard on these leeches. Boot 'em out and guard the premesis. I know it's expensive, but by letting them stay for free, they are basically undermining the entire economic system.
If they had any intent of paying rent they would be paying someone who wants to rent to them now.
I was wondering about that. I have always had to show a lease or deed in my name to get electricity turned on.
