Nope. These are private bills, of which a bill of attainder is a subset.

The difference is that a private bill, in the general term, is a bill that applies only to an individual or group, not all people. A private bill that punishes that individual or group without benefit of a judicial trial is a bill of attainder.

Then it is merely a NEGATIVE, or REVERSE, Bill of Attainder, in that it benefits, rather than punishes, “special” parties. Still illegal in my book!
