I think the headline is misleading. Although the letter is offensive, the reference to Michael Vick makes it clear that the author isn’t making a serious proposal. It’s a sick fantasy, not an actual call to kill Palin.

Yeah, if the poster said Michael Vick, or better yet a white dude, should murder Obama and it was posted on Breitbart, no harm no foul.
