loophole:
can he not RUN? or can he not SERVE?

What if he ran in the primary against 0 and totally upset the results?

Of course he will be disqualified, but what would a BC on the ballot do to the placing for 2nd and 3rd?

Would 0 be knocked out of 2nd place allowing a second tier candidate to rise up to be next in line?

You are correct. I was thinking of the nonconsecutive idea of of term limits. However, the 22nd amendment says there can never be more than two elected terms whether they are consecutive or not.
