That was Carrot Top, who is a man (I think). He looks like Griffin.
I am pretty sure the photo at #21 is another “does anyone actually find this act funny?” person known as Carrot Top. The photo in #22 is Griffin. The first is a has been. Griffin is a “never was” and conclusive evidence that even beer goggles have their limit.
