Disingenuous, yes. Stupid probably not. As you know the Joint Chiefs are advisory and as such they would not have to deal with whatever fallout occurs as a result of eliminating DADT.

The service chiefs (CSA, CNO, CSAF, & the Commandant) are a part of the Joint Chiefs (or JCS). They most definitely will deal with the fallout.
